開催概要

趣旨
バイオバンクの試料・情報を利活用するには、いくつかの手続きが必要です。研究計画を立て、その計画のために必要な試料・情報を見積もり、その試料・情報がどのバイオバンクにあるかを調べた上で、倫理審査を受け、利用審査を受け、MTA/DTAを締結し、・・・とプロセスは多岐にわたります。
また、バイオバンクの側でも、利用希望者のお話を伺うためにNDAを締結し、問合せに対応し、費用見積もりをし、審査書類のレビューを行い、MTA/DTAを締結し、必要に応じて情報公開を行い、と、多様な手続きを踏んでいます。
どのプロセスの何が重要で、重複していることは何か、省けるとしたら省けるものは何か、法的な規制がかかっていることは何か、利用者側でも運営者側でも必ずしも整理しきれていないのが現状です。あらためて現状の問題点と課題を整理して、可能な解決や提言があり得るのか、様々な角度から検討します。

The 8th Biobank Open Forum
The Utilization of Biobanks: Revisiting the Procedures

To utilize biospecimens and information from a biobank, several steps must be followed. First, a research plan needs to be developed, outlining the biospecimens and information required. Next, the relevant biobank must be identified, and an ethical review by an Institutional Review Board (IRB) is required, followed by a review from a data access committee. Additionally, agreements such as Material Transfer Agreements (MTA) or Data Transfer Agreements (DTA) must be signed, among other procedures.
From the biobank’s perspective, several procedures are also in place. These include signing non-disclosure agreements (NDAs) with potential users, responding to inquiries, providing cost estimates, reviewing application documents, and signing MTA/DTA agreements. If necessary, biobanks may also disclose information regarding the usage of the specimens.
Currently, it is unclear which parts of these processes are the most crucial, what might be redundant, and which steps could potentially be streamlined or omitted. Furthermore, the legal regulations governing these processes are not fully defined from both the user’s and the operator’s perspectives. In this context, we will revisit the existing challenges and explore whether any solutions or recommendations can be made from various viewpoints.
